Woulnd't make much sense either He was already ~< base Roshi in the 21TB, and is then stated to have grown even stronger by the start of the RR arc. Karin then makes him grow exponentially to the point he can neg Tao, someone who could literally one-shot Blue with his tongue (compare this to how Roshi performs VS Krillin in the 21 TB)

Don't think that's what's he's refering to. The panel is about the power Goku gained from the training, it's not a comparison of how he performed against Karin in relation to Roshi.
