Saber moreso since he combined every single Rider and Sentai story save Revice into a Wonder RideBook, wrote himself back into existence after being erased by Shotaro Ishinomori (creator of Kamen Rider), and writing himself back into his story and becoming the author's author (literally) and the author of every single Kamen Rider and Super Sentai story. Save Revice.
That would be my guess for where they stop. Beyond them you get into the territory of the 13 who are all playing on an even higher scale and have a more temporally convoluted existence.
That said I remember in another thread Goldenboy had brought up Rider worlds each containing a bunch of/infinite universes so if that's true they could be pushing into megaversal territory. Still wouldn't be enough to clear Transformers but they'd get past Alternity at least.
But he's also FTL, theoretically has the powers and abilities of every single Kamen Rider and Super Sentai member minus one

the higher you get into transformers you start dealing with characters completely outside of time and causality in some cases. Aside from the Alternity, Vector Prime exists all throughout time and in multiple universes and even if he's killed in one universe he's still aware of what happens there and his spirit or psychic essence can keep fighting and trap people in the Astral Plane. Any of the other 13 scale to this to some degree as they're all nonlinear multiversal beings, but Vector specifically specializes in time manipulation. Even his lower dimensional forms can fuck with causality, but he doesn't like doing it because he doesn't feel like fixing the damage to time it causes

Decade is said to be able to destroy all worlds.
Due to how each main Rider series have infinite/countless AR worlds just of them you could say that each main Rider world is a infinite/countless multiverse in and of itself. So the Rider cosmology could be a megaverse or even bigger. This should also include the Mirror World which is infinite sized.
And I'm pretty sure this hype has remained for Decade, IIRC when he meets Zi-O in the show and in the Rider Time he threatens to destroy his world.
Also during a Shinkenger crossover he was stated to be able to destroy the Shinken World.
Plus he's a composite Rider like Ohma Zi-O and has the power of all riders. Though I don't know if Another Decade can do that. And Modern Decade doesn't just have heisei and showa riders but neo-heisei and reiwa as well just like Zi-O.
Though I forgot if he was running on half of Decade's power till the end or if he managed to get all of Decade's power.
Schwartz also has the ability to create Another Worlds with Dark Riders.
For Decade himself in the Zi-O Rider Time got the Neo-Decade power-up which I don't know much about other than that form was stomped by Ohma Zi-O in the infinite Zi-Oception Rider Time and then defeated Ohma in the Mirror House one.
Tid the 'Super' Time Jacker Tid the Timejacker gained the power of the Kuuga ridewatch and entered the real world (there's a tweet where Shirakura states that Ataru's world is the 'real world' but I can't find it right now so here's a fandom link)

The long Transcendence Baryon Hand (トランセンデンスバリオンハンド, Toransendensu Barion Hando) collects temporal information, such as the timing of enemy attacks while the short Transcendence Meson Hand (トランセンデンスメソンハンド, Toransendensu Meson Hando) collects spatial information such as the distance between enemies and trajectory angles.
Ohma Signal (オーマシグナル, Ōma Shigunaru) - The meeting point of the two Transcendence Blades. Adjusts Ohma Zi-O's systems according to information collected by the Transcendence Blades.
Parallel Rattrapante (パラレルラトラパンテ, Parareru Ratorapante) - The three clock-like devices on Ohma Zi-O's forehead. Allows Ohma Zi-O to sense parallel timelines and informs him of any temporal changes made to history. Also allows Ohma Zi-O to sense parallel worlds. (Note, a rattrapante is a type of chronographic device that possesses two second hands, allowing the user to time multiple events. Also known as a 'double chronograph'.)
Expressive Flame Eye (エクスプレッシブフレイムアイ, Ekusupuresshibu Fureimu Ai) - The red visor that spells out 'Rider' in katakana. Sensors with a 270° viewing angle is built into the compound eye. Additionally, its red coloring is due to it being in a constant state of heat, being 1000-1200°C. It can shoot out rays of heat at a maximum output.
Decorative Dial (デコラティブダイアル, Dekoratibu Daiaru) - Ohma Zi-O's faceplate. It is a multilayered armor structure. The top layer utilizes Dark Matter Ingot (ダークマターインゴット, Dāku Matā Ingotto) as a decorative material.
Divine Bezel (ディバインベゼル, Dibain Bezeru) - The golden frame that surrounds Ohma Zi-O's face. It is composed of Zavaldust Graphenium (ザバルダストグラフェニウム, Zabaru Dasuto Gurafeniumu), which is 1200 times stronger than steel. Super dense diamonds are encrusted into it.
Core Diadem (コアダイアデム, Koa Daiademu) - The 'button' on Ohma Zi-O's left cheek. It is an information storage unit that has information on every single Kamen Rider from the Heisei era. It also stores information recorded by the Ohma Signal.
Ohma Radiant Armor (オーマラディアントアーマー, Ōma Radianto Āmā) - Ohma Zi-O's upper torso magic armor. It is engraved with multiple decorations that channel magical energy through it (similar to Kamen Rider Wizard). It dons a special energy field titled Absolute Throne (アブソリュートスロウン, Abusoryūto Suroun), negating any damage dealt to Ohma Zi-O.
Ornament Slots (オーナメントスロット, Ōnamento Surotto) - Special slots for Ridewatches located on the Ohma Radiant Armor. A maximum of six Ridewatches can be plugged in. Devices known as Alternate Plugs (オルタネートプラグ, Orutanēto Puragu) are installed, allowing Ohma Zi-O to activate a Ridewatch's powers just by activating them.
Apocalypse of Kingdom (アポカリプス・オブ・キングダム, Apokaripusu Obu Kingudamu) - The two giant clock hands that hang on Ohma Zi-O's back. The hands themselves are titled Aparajita (アパラージタ, Aparājita). By rotating themselves on the back, the Apocalypse of Kingdom can create a sort of circular disk attack.
Engraved Tecter (エングレイブドテクター, Engureibudo Tekutā) - Ohma Zi-O's shoulder armor. It is composed of Zalvadust Graphenium. Contains an inbuilt Sona Count Pad (ザバルダストグラフェニウム, Sona Kaunto Paddo).
Mid Band Liner Anthem (ミッドバンドライナー・アンセム, Middo Bando Rainā Ansemu) - The silver watch strap that travels along Ohma Zi-O's entire body. It is a biological enhancement device, delivering the Ohma Zi-O Driver's inexhaustible energy into the wearer's body, giving them astonishing strength and power.
Noble Adjustrike Suit (ノーブルアジャストライクスーツ, Nōburu Ajasutoraiku Sūtsu) - Ohma Zi-O's bodysuit. Partial shape changes, such as contraction and expansion, are regularly performed to deal maximum sharpness into an attack. Additionally, due to there being no damage accumulation, thanks to the Ohma Radiant Armor as well as having the highest quality possible self-healing function, it is possible for Ohma Zi-O to continue in battles that may exceed the limits of the wearer.
Meridian Sash (メリディアンサッシュ, Meridian Sasshu) - The golden watch strap. It is an 'authoritative medal'. It allows Ohma Zi-O to send a 'seperate surge' (セパレートサージ, separēto sāji) boundary wave that sends all objects in comes into contact within a 4km radius into a separate dimension.
Time Catastrophe Arm (タイムカタストロフアーム, Taimu Katasutorofu Āmu) - The arms. The built-in Nanotube Muscle (ナノチューブ筋, Nanochūbu-kin) that covers the entire arm is strengthened and pushed to the absolute limits that humans can tolerate. The addtional ultra-high Gold Compression Line (ゴールドコンプレッションライン, Gōrudo Konpuresshon Rain) restraints on the upper arm restrains the Nanotube Muscles' power, yet allows Ohma Zi-O to retain his supernatural power.
Solemn Arm Armor (ソレムアームアーマー, Soremu Āmu Āmā) - The forearm armor. Crafted out of Dark Matter Ingot, it can freely change its weight and density, increasing punching and blowing impacts. By increasing density as per needed, the ultimate defensive strength can be obtained.
Sona Ridewatch Holders (ソナライドウォッチホルダー, Sona Raidou~otchi Horudā) - Golden Ridewatch Holders. Due to Ohma Zi-O's ability to pull out Ridewatches out of thin air, they appear to be mere decorative pieces.

In the Zi-O final stage show, Hiryu brainwashed Tsukiyomi and Woz into villains and collected the 7 showa ridewatches to erase the Heisei and Reiwa eras, erasing Ohma Zi-O and making Sougo lose the power of Ohma Zi-O. Then he became Another Ohma Zi-O.

Zi-O's OhmaForm doesn't have many feats other than being able to fight together with Ohma Zi-O against Another Ohma Zi-O in the stage show and not disappearing when Hiryu stole Ohma's power.
Some more pronounced Causality hands and seemingly being able to give the riders back their powers in the movie when he transforms. And bringing in riders like Manga Kuuga, G, and final stage show Kachidoki Zangetsu into existence.

Both Asmodeus and Saber should scale to this and above Decade and Ohma Zi-O.
Asmodeus was able to fuse all the Sentai and Rider worlds together to destroy them. And held enough power to put the riders into his own narratives, including Ohma Zi-O. He was also able to drag a young Shotaro Ishinimori from the real world and gaslight him into scrapping Kamen rider and super sentai thus destroying both verses.
Saber survived and entered the real world where he became a God and wrote Kamen Rider and Super Sentai back into existence.
Also messed with a world with the actual Big G in it going by @Atem's words.

Due to being Showa riders rebooted in Heisei they survived the erasure due to being of both time periods. The Zi-O riders are also called Reiwa's Heisei Riders. Meaning they too exist in two time periods, adding another form of time erasure and rewrite resistance.
And Alpha manages to power up the Zi-O riders by having the real people in the seats cheer them on!

This proves that the riders can come and exist in the real world and that unless you destroy or mindwipe Kamen Rider from the minds of the real world they'll still exist.

Decade is said to be able to destroy all worlds.
Due to how each main Rider series have infinite/countless AR worlds just of them you could say that each main Rider world is a infinite/countless multiverse in and of itself. So the Rider cosmology could be a megaverse or even bigger. This should also include the Mirror World which is infinite sized.
And I'm pretty sure this hype has remained for Decade, IIRC when he meets Zi-O in the show and in the Rider Time he threatens to destroy his world.
Also during a Shinkenger crossover he was stated to be able to destroy the Shinken World.
Plus he's a composite Rider like Ohma Zi-O and has the power of all riders. Though I don't know if Another Decade can do that. And Modern Decade doesn't just have heisei and showa riders but neo-heisei and reiwa as well just like Zi-O.
Though I forgot if he was running on half of Decade's power till the end or if he managed to get all of Decade's power.
Schwartz also has the ability to create Another Worlds with Dark Riders.
For Decade himself in the Zi-O Rider Time got the Neo-Decade power-up which I don't know much about other than that form was stomped by Ohma Zi-O in the infinite Zi-Oception Rider Time and then defeated Ohma in the Mirror House one.
Tid the 'Super' Time Jacker Tid the Timejacker gained the power of the Kuuga ridewatch and entered the real world (there's a tweet where Shirakura states that Ataru's world is the 'real world' but I can't find it right now so here's a fandom link)

Zi-O's OhmaForm doesn't have many feats other than being able to fight together with Ohma Zi-O against Another Ohma Zi-O in the stage show and not disappearing when Hiryu stole Ohma's power.
Some more pronounced Causality hands and seemingly being able to give the riders back their powers in the movie when he transforms. And bringing in riders like Manga Kuuga, G, and final stage show Kachidoki Zangetsu into existence.

Both Asmodeus and Saber should scale to this and above Decade and Ohma Zi-O.
Asmodeus was able to fuse all the Sentai and Rider worlds together to destroy them. And held enough power to put the riders into his own narratives, including Ohma Zi-O. He was also able to drag a young Shotaro Ishinimori from the real world and gaslight him into scrapping Kamen rider and super sentai thus destroying both verses.
Saber survived and entered the real world where he became a God and wrote Kamen Rider and Super Sentai back into existence.
Also messed with a world with the actual Big G in it going by @Atem's words.

Stage shows are still part of Kamen Rider. Even if they aren't canon to the mainline series. Just think of them as an AR world.
Also forgot about this but due to Ohma Zi-O's existence, no other rider can appear after 2019 after him. Similar to Decade's Destroyer of Worlds power.
Sougo didn't care and created a future rider anyway.

Eh, my personal opinion is that you can use Stage show/Alternate canon feats as long as the rider themselves are the same and the feats don't contradict the main rider feats. But we're getting into semantics.
Also, Another Ohma Zi-O returns in the Zi-O novel so he's canon I think.
