There are three of them as the wiki says, but I already assume that Stardust must be galactic and has the power to physically harm Uriel and the heralds of Galactus have mental powers that in Marvel are closely related to the astral plane.

Depends what you take, but Stardust specially doesn't show any way to destroy someone in the 3 planes of existences or even the soul of someone.

Mostly portal creation, regeneration of being destroyed in several billion pieces or energy manipulation.

And wouldn't the cosmic energy that Galactus grants give abilities similar to those of the Surfer to his other Heralds?

That mostly depends of the Herald and how it use it, for example Stardust had powers that Norrin doesn't had like had a body that is mainly energy and not a physical one and can't be truly defeated by Beta Ray Bill physical attacks, because the form that they channel the cosmic energy is different.

For example Norrin needs meditation or concentration to use his Astral body.

Yup. Its why Bastard characters (at least high rank demons and angels) are so hard to kill. You have the dispel bound which blocks specific concepts like instant KO ect layered in the millions that they can continuously regenerate after you break a layer and eternal atoms as a backup plan.
