Within an hour of the game start, and for a very ambiguous and vague as "to warn town scums might fuck with us".
It just sounds completely like you put yourself in a spot and just had to give an answer that somewhat sounded logical. But I fail to see how something so intrinsic to Mafia's nature as fucking with town, to be something you'd have to go out of your way to warn people about pre-emtively within 1 hour of the game start.
