No. Gojo can see the attack coming. A reaction time would only be needed if he his only option was to identify the threat once it was already in motion. Gojo should be able to black list lightning from his person before the attack is even launched. The only speed feet would be how rapidly Infinity can rob the lightning of its velocity.
