I just finished ATLA for the first time. Great show. I know speed wise it's a stomp, so I'm going to speed equalize everything.

Who's the strong he can take?
 
With speed equalized, then water-bending can mess up a lot of Devil Fruit users. He can probably punch up his weight class here depending on location.
 
Iirc Chaos upgraded the Avatar state to country level a while ago due to Kyoshi's feat

So, he's, prime Vice Admiral Ronse levels :wow

Even with speed equal—anyone with decent observation haki has the edge in reaction timing so they are getting the first hit.

Arguably Aang is City+ Level to Multi-City Level+ and maybe slightly above

But given his durability, he HARD stops at Enel in Skypea, who can kill him with Lightning like Azula and has Pre-Cog

Crocodile is arguable, but considering water is his Kryptonite and Aang powerscales to Kyoshi and Szeto I’d go with Aang.
