Trigon is compared to Pre Crisis Spectre by the Monitor at his strongest, although he needed to be boosted to face off the Anti-Monitor so I don't think he completely scales to him

Pretty much what Dead Lock and Runner said for years they built Mephisto to be top dog in Hell and finally he straight up says in multiple comics like rapid fire that Dormammu could make him hold his pockets if he wanted too not to mention he made classic Strange shit his pants most of the time

As in, they're just hyping up a vague eldritch entity that's supposedly much stronger than Satannish, without ever actually planning to introduce them. Just hype really.
