I assume you can see a Commuter who commutes other players visit, as they themselves can be targetted, but you cannot see a player visit a commuted player when their actions cannot target them.
Flower says she can't be targeted, which means a tracker can't see anyone targeting her. If all true, but he can, then that's just a broken rolehow?
