Considering SSJ (or perhaps SSJ2) Vegeta outperformed Oob in that arc, Base Vegeta should be considerably stronger than Base Goku during the Baby Arc, who is of course stronger than Boo. As a reminder, Oob gave Super Vegeta-Baby 2 more trouble than SSJ3 Goku did when he fought Vegeta-Baby before he attained his Strongest Forms.
 
Toei seemed to have treated Vegeta as being equal to the power he had when Baby possessed him

He appeared to have kept the power he absorbed from Gohan, Trunks, and the others. It helped him transform, and he stayed in those states so it couldn’t have been temporary
 
The anime makes a point noting Baby grows stronger with each host and Vegeta took on SSJ Gohan.

That said Base Vegeto was smacking around Buuhan in the Toei canon and took practically no damage from his attacks. I think his bar is higher here.
