Yes, Kubo is directly supervising it so any changes or additions it makes are canon

I mean not necessarily, Byakuya got some serious buffs later down the arc, able to block hits from Gerard and destroyed his head completely in his strongest form.

Still weaker than Ichigo's feats against Mustache but not massively so AND It's also just still not a great match-up for CQC fighters like Ichigo, which I thought might balance the match-up a little.

I would give it to FB Ichigo with high difficulty.
As @Adamant soul stated, Byakuya did fight pretty well against Gerard and was able to take down Sternritter with ease... except Fullbring Bankai Ichigo was able to do the same thing and fight Yhwach while weakened and not mentally doing so hot at the same time.
