And by that I actually mean "What's the minimum amount of force/weakest (amount of) units the Imperium has that could defeat the Terrans?" Assume neither side is aware of each other.

Individual units look to be about building level, though ghosts can also call down nukes so there's that. There's basically no speed feats to speak of though.
 
A speedbump for the Legiones Astartes. Terran Marines are little more than Guardsmen with spacesuits and bolter-tier guns but without the level of training and discipline the Solar Auxilia or any of the more famous Imperial Guard regiments have to take full advantage of the fact. This also extends to the Terran Motor pool and space superiority craft.

Ghosts get utterly raped by any Librarians. Nothing else needs be said.
 
Yeah that's pretty much what I thought. Legit I made this thread because I actually knew someone who argued the Terran Dominion would stomp the Imperium
