This is honestly a toughie but I'll give it a shot in my opinion:

Kyo
Ash
Shun'Ei
K'

Kyo because of the "real protagonist power"(That and fighting Orochi and not dying)
Ash due to absorbing most of the Treasures and having the willpower to usurp Saiki
Shun'Ei because I'm certain the series is about to get real dumb, real fast in terms of it's bosses
And K' last because his bosses aren't as strong by comparison(though still ridiculous in their own right).

kyo defeated rugal twice, both on 94 and 95 (omegal rugal version too), surpassed goenitz and he along with iori at full power managed to survive against orochi

later had also his share of stronger opponents, but still remains on second place, cuz terry is stronger than all of them combined, lmao

(anyway this thread isn't about terry, so i continue)

in kof14, shun ei pretty much hints that kyo also beat full power verse, and kyo also gave shun ei advices on how to control his powers

k dash stomped opponents who were stronger than 95 omegal rugal and goenitz as well, igniz actually was the second strongest opponent from the whole 94 up to 2001 saga, and both k and kyo helped as tag team to neutralize igniz

ash's full power feats with the xi-kof13 arcs also put them, on the same tier like them, so it goes like this:

- kyo/k/ash (all in the same tier overall, but kyo still is a bit stronger when goes in the full kusanagi kyo time mode = not goku time - kof edition)

- shun ei (he is still a noob, but it's a matter of time to get even stronger than before)
