You'd have to actually have a good rep system first which this place doesn't really have. Way too much discrepancy between how much rep certain eople can give. Very elitist stuff

I'll post the global settings we have set atm for the rep system and see if we can get some actual suggestions on what to tweak. We've also had the rep system for quite some time now, so it's only natural that high rep earners have enough power to turn a noob rich in green (or negs lol). It would be ideal if the high rep givers would be more selective on the amount of rep they give away but that's really asking for too much of people here tbh, so the best solution I could come up with atm would be to have some fractional options on how much rep a user could give out.

This is what I have atm to try and mitigate the spread of max rep that a user can give others for posts. When the give rep modal/pop-up appears we can provide the following options:

1. Give zero rep just for shits and giggles because more than often, members just wanna leave a comment without giving any rep away (the default option).
2. Give a quarter of the max rep they are allowed to give a user for a post.
3. Give half of the max rep they are allowed to give a user for a post.
4. Give the max amount of rep they are allowed to give a user for a post.
5. Give a custom amount of rep they are allowed to give a user for a post.

This should make users think a bit when you give them more than one option for a system that can easily be abused. We are also very lax in terms of the rep system here, so I also don't want to be too strict about it either. If we become too strict, members will inevitably use the feature less, and then it will end up being a waste of an addon lol

I can totally see this place going the TMF route with almost everyone having positive reputation bars, unless they’re all around bad members. I don’t see an issue with reputation bars here at all personally.

I think he meant that mostly everyone here has positive rep, so all we'll see is green loooool (but I also know what other site you are talking about that has already implemented such a stupid policy that may have influenced your reply :maybe)

Maybe it's possible to make it so that only a certain % of members can achieve a gold bar at any given time?

It would have to be a well-balanced system from the start; otherwise, I'd consider adding an option to limit the total number of users who can reach gold bar status. However, one issue I foresee post-implementation is bad actors negatively targeting gold bar users to replace them for fake street credibility or similar reasons. While we almost never receive reports about users receiving negative feedback bombs, this might be a good opportunity to do a complete reset and let the system adjust to any changes we make to better balance it.
