Strongest character in Soulsverse that Genichiro (Sekiro) can beat?

IIRC Wolf beat Genichiro before he started taking on real big bag monsters in his verse

Hell Wolf can beat him during their first encounter if you're seasoned in the game enough

I can see him beating NPCs but having a hard time with bosses way above his pay grade
 
Yeah but Genichiro is where the mhs+ town scaling comes from.

He was the first to start grabbing lightning out of the sky and considering he called the storm with the way of Tomoe he's town+. He's where the baseline starts for anyone of note.
