Not necessarily, a tracker is an investigation and in my games I usually mean that all invests fail on a target not just cop. You are confusing a regular godfather passive with this. You can ask him yourself what it means and he said that investigations on Tweet give favorable results . I dont think he would word it that way if it excluded other invests tbh.
