I have no idea who the dude is, but I will say he gets to Anna's table and then see where other people think this goes.

He is small galaxy level with FTL speed, or maybe even MFTL because two other characters was able to react to the Sun Rune. Bright Shield Rune half of a True Rune is able to be shine and be seen outside the galaxy and the Black Sword Rune can create a void of a bunch of galaxies inside.

Tir has the True Rune, Soul Eater or the Rune of Life and Death. It's able to manipulate life and death, and fuck with souls or absorb them. Can BFR and summon a bunch of grim reapers. The True Rune also has a mind of its own and can take souls whenever it feels like it. Anyone with True Rune are stop aging, immune to diseases and other ailments like being turned into a zombie or vampire.

The Blue Gate rune lets him able to summon monsters and many supernatural creatures from another world by opening portals. Flowing Rune is a stronger version of the Water Rune that can manipulate water and ice, create fog/mist, heal and cure status ailments, negate and silence magic, increase magic resistance and speed.

Since magic doesn’t work on Touma, Tir is proficient in using his bo staff and can harm creatures with similar durability to his dc. Even fought two personifications of True Runes, Sovereign Rune and Beast Rune.

Ah, so the typical guy faster and stronger than everything in the verse other than MG class people.
So, which resistances does he have?

Probably soul resistance, since most bosses are able to resist getting one-shotted by Soul Eater’s bullshit soul fuckery. Another main character Lazlo was able to resist his True Rune’s Via Rune of Punishment attempt to take his life and soul before it changed to its Forgiveness phase.

Since everyone is at their strongest, Tir’s equipment gives him some resistance to sleep and blind inducement via mind manipulation. The Silver Armor also gives him regeneration.

How fast is she? And what is her mind crush range? All True Rune and mostly likely also regular Runes have galactic range. Depending on the answer Tir would just take her soul.
This is not about Anna, this is about Anna's table who, as a semi-sentient object, has no soul to be taken.
Mind crush applies to everything that looks at the table, as it's the symbols on the table (/the knowledge of them) which are "poisonous" to the mind. As such speed is also irrelevant. You bring the mindcrush to yourself by making the mistake of looking at it.

Out of curiosity, what is the name of her table?

Huh? Who would name their table? It's just furniture. Didn't live for more than like a minute either.
most rune are already passively minecrushing there host how does this overwhelm that?
Like Joey was literally getting killed by the sword rune overtime.
It needs specialized magicians using special mental barriers to read grimoires... even if they themselves were the ones to write them:
As for magical authors like Aureolus, they had set up a special magical barrier to prevent their minds from being destroyed by their own original grimoires, so that spell was useless to them as well. However, there were very few people in the world who could write an original grimoire and not get their minds broken like Aureolus.
(Volume 7)
That means Grimoire mind crush, like the table's is, scales above the basic mind resistance all magicians have:
I’d been curious whether the science side or magic side was superior, but this makes sense. They refine their lifeforce into magic power. I don’t know how exactly it works, but it looks like magicians as a whole know how to handle problems affecting the mind.
(NT 22R)
Using that K.O.'s them, but magicians are known to be mindhaxable by Grimoires in any case (there are examples of that such as Brunhild vs Kanzaki in Toaru Majutsu no Index: Kanzaki SS or during the Three Stories Arc in Volume 5).
The basic resistance of magicians covers mind control attempts by Shoukohou Misaki (See NT 22R Chapter 3 Part 2), who can do stuff like this quite casually:

In fact, she is mentioned to be able to at least control people in the triple digits:
“If it is, we’ll never find it. We only have 80 minutes left. How many people can you use inside the School Garden?”

“Just barely reaching triple digits. But I can’t completely control all of them at once. I can program them to automatically carry out simple commands, but I can only control 10 people at once with this level of skillful ability.”
So she is a good bit above baseline and, by scaling, the table is even more.

Also, if that dude is already getting passive mindcrushed due to that rune, wouldn't taking additional mindcrushing be just as likely to overwhelm him as if he had no feats? He would have to bear the combined mindcrushing, after all.

the thing is the rune owners are immortals while getting mindcrush as long as the rune exist on their body.

They only die if they are actually damaged(physically or with magic) or the rune sucked the soul out of them other than that they can live forever.

That's still just baselines resistance to mindcrush, though. Resisting mindcrush longer doesn't mean you need higher resistance, just like taking no damage from an attack for hours doesn't require higher durability than enduring it with no damage for a minute.
And while they might not die from the mindcrush, getting turned into a vegetable is a loss in my book.
Not that farfetched for people to name their furniture in fiction. If it has a special ability wouldn't it be considered an artifact? Something like that should be special enough to be given a name.
I guess. Then again, it's Anna Sprengel we are talking about. Priceless artifacts are quite literally gacha items for her.
During a fight she pulled out history's first whip, history's first bondage, history's first object launched into orbit and history's first writing tool; just to discard all of them after an attack or two like she's grown bored of them.
