No, dbs Future Trunks reached ssj2, beat Dabura (which is comparable to Perfect Cell) and faced Goku Black.

In the anime it's even worse with the blue ki scene.
 
I’m of the opinion Trunks and Goten are a lot stronger than people give them credit for

People wank Krillin to be stronger than anyone in Z (lol) and base form Trunks was proven far stronger than him against the Dino android

They performed at least as well as 18 did against Cell Max, and people wank her to be god level too
