But if I jail Player Y it should block him from performing the action unless he has an Unstoppable modifier.

And Fuji always has abilities that protect from certain actions or all actions except X. But the block on my target is a separate thing altogether. It‘s weird as shit that my jail even makes an exception for Cults, but that’s how he made it.
