We get Zeus who his super casually universal, and can play tug-of-war with all other gods of his setting by himself, with one hand, and still easily win. Wukong, meanwhile, at his peak, pre-enlightenment, has feats that put him at universal, too, like when he tanked an attack that could destroy the universe, and fought folks, I believe, that could do it, too.(literally fought damn near the entire pantheon, and had to be stopped by Buddha, who is enlightened himself, and thus beyond the cosmology and shit).
Personally, the second option can actually be debated, I feel, whereas the other one just feels like it would go nowhere.

Pretty sure he's Sakyamuni's equal? They've both achieved enlightenment, so there really isn't anything separating them, in terms of power levels, as far as the story is concerned.
