I'm 100% sure he wouldn't be this aggro as an indy serial killer. You might not like it, but it is that simple. He's too cowardly for that. He'd prioritize staying alive with everything and play safe.
If possible in taking a swing at Indi I would like to still lynch in the pool of potential scum players and not people who are otherwise town, because worst case scenario we just hit town

There's 10 people alive. Not including you there's 9. You've voted 1 and sussed 4 others to start the phase. You see the issue that can cause in end game when you're poe is meant to be narrowed.

I could see Arson having more leeway with players since they'd wanna defend people they've doused. Which would point to Achro

Luka feels very greasy to me but unfortunately I think this is part of how he plays as town. He likes to cover himself in Vaseline and comes up with reasons he's entitled to be town and do little.
In part because I think other places reward dumb shit like using WiFoM in your own defense in lieu of playing proactively

I have no idea about his capacity for wifom so I can't say. On the surface that looks fine but the other quotes you brought up about him hinting at something and then backtracking was weird. Especially as most role pms are as straight forward as they get.

If scum have 2 players remaining that's dependent on whether arson gets them or not (ideally not the case for several reasons), otherwise kingmaker. I think this is our only loss scenario and honestly not sure what scum numbers should be given the mafia's/serial's wincon alterations
