I see it as an attempt to rolefish an actual PR as scum, we the town dont need to worry about PR claims or softs, scum do.

Not really from Guillo given they lack meta but I don't know how Flower comes to that conclusion when I've open wolfed with them before in game IE: Re-Zero maifa.

This is usually the case, but not here. Here PRs are essentially Town clears, so if you have somebody with a PR you could just lock them Town and remove them from the suspect pool.
