If the ability is Town, it literally only helps scum. Imagine you wanna get rid of an ability and it stays in the game. Imagine you duel the CL and Cult can keep Culting. In fact it‘s even possible she is the CL and it‘s a way to help her faction if it backfires and to tell Town Culting can still exist in case she gets offed. The latter being the most likely reason why that part is public.

The only thing I agree with is that it seems a bit counter productive for a scum role to be announced in a way by the host that makes it almost outing as negative utility for town
