Usually the max number of converts through the course of the game is the size of the mafia in it or a little smaller

Fuji’s cults haven’t worked like that in any of the games I’ve played.
(I’ve been cult in his Pokemon games twice and then have hosted others)
Basically the way he does it is the cult leader can only ever have so many converts through the course of the game. When they die you don’t get refunded for it
