As far as the anime continuity is concerned which includes the movies: Gogeta > Broly ~=~ Jiren > Son Gohan Beast > Hakaishins > Goku & Vegeta (normal SSBs) > everyone else. We know its clear why Goku and Vegeta didn't have access or utilize Ultra Instinct and Super Saiyan Blue Evolution since Toriyama does not like the latter at all. Gohan should be bare minimum at or above Hakaishin/God of Destruction level.

Takes Goku and Vegeta, what about six months of training with Whis and Beerus to gain the Super Saiyan Blue forms? Freeza gains his Golden form in about a month training with Tagoma. Gohan gets to that level in 24 hours with Piccolo before the Tournament of Power with his Ultimate form (actually above it since Goku was forced to use Kaioken stacked on SSB to beat him). Broly goes and pasts that level in a few hours fighting both SSB Goku and SSB Vegeta. Gohan again gets "Beast"/Blanco mode and surpasses Broly and Jiren in a similar time frame to Broly.

I mean I treat it as far as BoG and RoF goes: Movies > anime versions Same way I prefer the anime in general over the manga simply because how drastically the difference in characterization and development + personalities for Future Trunks, Goku Black, and Zamasu were. I'll acknowledge as a Vegito fanboy that the manga did treat him way better then the anime did with how much he was finessing Merged/Fused Zamasu like it was nothing but hearing YOSHAAAAAAAAAAAAAAAAAAAAA for the first time in years when Vegito Blue debuted was great.
