I think generally speaking it's also dependent on the host and how people perceive their games, partially at least. You could call it reputation. Flavour naturally also plays its part.
I remember Pein's case. In the private user notes that only mods have access to and even in the case court it was unclear why he got banned around 2011 (?). Then it took like 8 years to appeal to the mod team and be unbanned.
It's pretty trashy the first part (at least in anime). The sequel To Love Ru Darkness is of higher quality. I mean character development and an actual plot (albeit a weak one), not those... scenes. Let me sleep over this proposal waifubro. Maybe as a sub.
