Nowadays, back than it was more even and if anything Comics, which have been around longer than Manga, had the better art and choreography usually with guys like Kirby, Ditko, and others being renowned for all the effort they put into their fight scenes to the point I heard even guys like Toriyama were inspired by Kirby when making Dragon Ball. It's around the 80s and later you started seeing Manga get better at fights scenes which is where series like DB first started getting published and why the 80s and early 90s were such a crucial time for Shonen manga because so many series made around that time became big for their fun story lines and fight scenes that were more common in more series thanks to the success of others like Kinnikuman, FOTNS, JJBA and of course, Dragon Ball. Sure you had some that were good before but before the 80s it was not as even as you would think, and even past the 90s and into the 2000s it was more even until the 2010s came around and Comics as a whole...
