Yami and Julius from Black Clover come to mind low DC but good enough speed and 1 good hax let's them roll entire verses

Hatou Manabu from The Purple Qualia. Barely even superpowered, but being a hivemind of all possible versions of yourself at any point in time has its advantages.
The Absurdity users from A Simple Monitoring also qualify, having infinite passive luck that can retroactively change the past. It's pretty irrelevant that they are regular humans. They still solo a lot of things.
ToAru has Anna Sprengel's Table, Frillsand #G and Kakine for characters that regularly punch above their weightclass. The former two have passive hax, while the latter two have hax and very good immortality.
Also, ghosts in general often punch above their weighclass. They often have no notable stats, but any ghost with a little hax is unstoppable for many verses. For concrete examples, the twin ghost from Project Zero Crimson butterfly comes to mind. Or Yuyuko from Touhou for an even more extreme case.

His Dark Materials is for the most part just street level with some nifty hax (intangibility, travelling between universes, soul fuck, reality warping, cosmic awareness), with high tiers being glass canons who are city level with supersonic reaction speeds, but with prep can reach up to multiversal+
Professor X, the stats of a paraplegic, but can leave galactic threats quivering in fetal position.

John Dies At The End doesn't have much in terms of strength (outside Korrok & Millibutt, who might actually be the same entity), but in terms of hax has time manipulation (altering the timeline to change history, or make it that someone had never existed in the first place), memory manipulation, illusions, possession, psychic communication across time, moving between universes, time stop (& immunity to time stop), mind fuck, eldritch knowledge (a normal. person being able to instantly count all the atoms in the universe by taking the Soy Sauce), invisibiliy and more. IIRC the Shadow Men can casually move through both time and across universes without effort.

Their hax is honestly as absurd as you see in other series. Absurd levels of precog and a sixth sense strong enough to literally learn something on the fly(Instinct), Event Manipulation(Or Probability Manipulation for short), Noble Phantasms that doesn't just tell physics to go fuck off but can even tell Space, Time and other concepts to go fuck itself as not even the consequence of the attack but from the sheer payload. And basically attacks that can basically destroy Reality with ease.

Ghost Reaper Girl - both the character and the verse can punch way above its building level weight class through virtue of potent forms of hax. Chloe in particular can bypass an opponents physical body to cut apart their soul directly (Through The Blood), open portals in space which she can use to inflict spacial cuts on opponents and dimension dump them/teleport herself (Silver Key), both of those being in the same form. Her other melee focused form also has the ability to eat the spiritual energy of beings much stronger than herself (Soul Predator). That's a lot of hax that opponents would need to have an answer for if they couldn't just blitz her.
Rosario + Vampire - Ikeda's previous work also had some broken hax to work with, though being town level and hypersonic at higher tiers puts them in a better position to use it. Such as a Siren (San Otonashi) who could sing a song (at a pitch which is inaudible) that would break the opponent apart from within, while also being able to shield herself with another song at the same time. Of course by far the more notable hax from this series was the Hougetsu Ji-Gen Tou wherein the user moves their body (or parts of it) to another dimension back and forth, which can be used to cut opponents apart via space fuckery and/or render the user intangible and so unable to be hit.
