The Witch of the Darkness Flames is concerned about the horrible murderous rampage the Scarlet Witch has committed. Koudelka decides to end Wanda’s madness by putting her down. This is before Koudelka lost her powers.

Koudelka is the embodiment of dark magic and has the Author, a druidic God, sealed inside herself when it attempted to possess her body. Koudelka then glanced at her pendant to break out of it because she hypnotized herself years ago to respond if she was ever in a deep trance or she was being possessed. Her power is on par with Roger Bacon, Albert Simon, and Rasputin and superior to her son Halley who can create blackholes. It was used to summon the Meta-God who created planet Earth and can casually generate a bunch of planets and a sun while making the sun go supernova. The Author originally created the Emigre Manuscript (which has the power to manipulate time and manipulate life and death), and Koudelka has access to his knowledge. She even tanked an attack from Amon one of the Gods of Destruction.
 
Koudelka is stronger than the Valentine family, Keith was able to defeat his brother Joachim in SH1, the same guy who can create a pocket dimension inside his sushi restaurant that contains countless stars in SH2. Amon is stated in the bestiary and description to annihilate the world with a stray thought and signifies the end of the world. Yuri canonically defeated Meta-God as Amon in the first timeline, and in SH2 defeated the other Gods of Destruction, Astaroth and Asmodeus who are on par with Amon. Yuri was able to defeat his father as Seraphic Radiance twice with Amon, in SH1 second timeline, and in SH2. Seraphic Radiance is the most powerful fusion that can nuke a galaxy, Koudelka’s counterpart Alice the embodiment of light magic was used to summon Seraphic Radiance. Yuri even defeated Kato with Seraphic Radiance, Kato technically succeeded in destroying the universe via time and space fuckery. Shadow Hearts is one of those franchises that makes a distinction between “world” and “planet”. The Emigre Manuscript also uses Malice to bring people back to life, Malice resides in its own realm and both Johnny and Lady can use that power to destroy the world in SH3. A weaker Koudelka in her own game, though defeated was able to canonically contend with the resurrected Elaine long enough for one of her companions James to sacrifice himself to finish her off for good. Elaine uses red energy in some of her attacks, the same color as Malice.

Based on IW/Endgame stats Koudelka should take it, although Wanda does have a pretty insane feat at the end of WandaVision.
Wanda destroyed every copy of the Darkhold in the multiverse, abet seemingly at the cost of her own life.

Dormammu should also be universal/multiversal, he's eaten universes after all.
 
Shadow Hearts higher ups should be well out of the league of anyone not wielding the infinity gauntlet in the MCU.

Koudelka should win soundly.

Wanda and Strange do scale from Thanos’ moon smashing feat. He did need multiple stones just to break free of Strange’s spell and Wanda’s more powerful than he is.

It’s not that she was anped by it just corrupted by it’s influence and learned of spells and mystic/arcane knowledge from it she otherwise would have no idea about it.
