rugrat has said in the past that he feels more obligated as scum to help his teammates as he knows them. he even stated this is a general thing that happens with players as you're in a qt with them and working with them. i dont think the inactivity is a good reason to suss him, especially as i think it would be his first actual mafia game in months and he wouldn't just quit.
