Dragon's is still a mystery, but his status as the most wanted criminal while Whitebeard was alive should place him higher. 2nd is still a strong ranking though, that the only other people rocking that 5B are Pirate King level threats and the main character's father is a great sign for the respect Oda is placing on the Fleet Admiral.
