Another entry in my Pre-Crisis Powerhouses series, where I make respect threads for fairly obscure Pre-Crisis DC characters.

Biography: Quelu Ord (or Ord Quelu, as his culture's first and last names are interchangeable) is an alien from the planet Lallor. He was one of 5 babies born after their parents were exposed to radiation from an accidental nuclear blast that wiped out a continent. As we are talking about comic books, said radiation exposure didn't kill or deform these babies or give them cancer, but rather it gave them superpowers. He and the 4 others were studied by their planet's scientists and became famous, but the ruler of the planet was worried they would be a threat to his power, so he had them exiled into space on a rocket.
A villain with a grudge against the Legion of Super-Heroes contacted the 5 and tricked them into believing that the Legion were evil, and vice-versa, and made them fight each other. Eventually, as these kinds of plots usually go, both teams of heroes eventually realized they were on the same side, and the guy manipulating them was the real villain. The 5 of them then returned to their homeworld, overthrew the dictator who had exiled them, and became known as the Heroes of Lallor. From then on, they became allies of the Legion, mostly sticking to protecting their own planet but helping out others in times of extreme need.
Origin of the Heroes of Lallor.
Primary Power: Power Duplication
Duplicate Boy got his name from his ability to duplicate the superhuman powers of any being he encounters. Power copying is generally a pretty broken ability in fiction, but the version that this guy has is pretty strong even within that category.
The benefits of how his power works are many. Unlike many other power - copying abilities in fiction, the conditions for using it are very easy. He doesn't need to perform any type of spell or ritual, know anything about his target or their powers, have their powers used against him first or even have to observe the target using their powers at all, and he doesn't need to touch them or even get close to them either. He seemingly only needs to perceive a target with his senses in order to instantaneously copy their powers. He also seems to have the ability to sense the power of powerful individuals, allowing him to find their locations based on this. The copied powers are every bit as strong as those of the original user, and there is no (physical) limit to the amount of powers that he can copy or use simultaneously. He can copy powers of seemingly any nature, from inherent abilities to mutations and even magic. His ability allows him to copy every power of a target, but he can use them individually (for example, he can choose to use Kryptonian invulnerability but not their vulnerability to Kryptonite or red sunlight). Most importantly, though, all of the powers he copies are permanent, meaning he just has to encounter a character once, copy them, and their powers will forever be a part of his repertoire, and he can call on them at any time in the future. The DCAU version of Amazo is perhaps one of the best comparisons.
Because of this massively busted ability, he is generally considered to be the most powerful hero in the universe of DC's 30th Century (The Legion of Super-Heroes era).
Copied Powers (Confirmed)
Due to how broken he is, he doesn't have that many appearances, since he would solve a lot of problems too easily. Thus, we don't have anything close to a full inventory of all of the powers he has copied. So I will be listing the confirmed ones he has shown, as well as those he most likely has. There are probably others too, but we have little way of knowing.
First of all, he has obviously copied the powers of the other 4 Heroes of Lallor. A brief rundown on them follows:
Evolvo Lad - Real name: Sev Tcheru. He has the ability to shift his own body through 'evolutionary levels', becoming either a super strong, primitive ape man, or a super-intelligent future being. Obviously this is Silver Age silliness, as Morbo will tell you, but this is how his power works in-universe. Notable is that, according to a line on the cover of the comic where he first appeared, his intellectual form makes him smarter than even Brainiac 5 (although such a line isn't present in the comic itself, so I'm a bit unsure about its canonicity).
Gas Girl - Real name: Tal Nahii. She has the ability to transform her body into any kind of gas, vapor, or chemical compound at will, and then back. While in gaseous form, she has logia - style intangibility/dispersability, and is effectively immune to most sources of damage. She can also spread her body into any shape and enter any container or bypass any barrier that isn't completely airtight.
Beast Boy - Real name: Ilshu Nor. Has the ability to instantly shapeshift into the form of any animal, including alien animals, while retaining his intellect. Unrelated to the Beast Boy from the Teen Titans (although his powers are similar). Some of the alien animal forms he has taken have shown abilities like light-based hypnosis and illusions, or space travel. Using this power, Duplicate Boy should be able to transform into anything that can be classified as a non-sapient animal, as long as he is familiar with the form.
Life Lass - Real name: Somi Gan. She has the ability to animate inanimate matter, making it come to life and obey her commands, and can also reverse this process to return things she has animated back to normal. Her power has no effect on matter that is already alive. She has demonstrated the ability to make things like rock and dead wood move like they are alive, and even speak. A typical use of this power is to animate an enemy's clothes, weapons, equipment, or environment and make it attack them.
Legion of Super-Heroes
- Being a Legion ally, and appearing mostly in their stories, Quelu Ord has interacted with them very often, and copied many (if not all) of their powers. Legionnaire's powers whom he is 100% confirmed to have copied include:
Superboy - Real name: Clark Kent/Kal-El (as if you didn't know that). He was the first Legionnaire that Duplicate Boy copied, notably acquiring all of his Kryptonian superpowers, including super strength, speed, durability/invulnerability, various sensory powers, heat vision, breath powers, resistance/healing, etc. You know the drill. Since we're talking Pre-Crisis, this also includes abilities like time travel and even super-ventriloquism (lol). He can use any of these powers at will, or combine them all together, as well as combining them with any other powers he has copied.
Shrinking Violet - Real name: Salu Digby. She has the ability to decrease her own size and return to normal at will. In the comics I covered for this thread, I saw her becoming as small as a bacterium, able to swim through a person's blood vessel, although I don't know if that's her limit or not. She and Quelu actually started a relationship shortly after they first met, which lasted quite a few years.
Using Shrinking Violet's powers.
Colossal Boy - Real name: Gim Allon. He has the opposite power of Shrinking Violet - he can make himself giant sized and return to normal at will. I've seen him becoming as large as mountains, although again, I don't know what his limit is. His strength obviously increases proportionately, as well.
Cosmic Boy - Real name: Rokk Krin. Has the ability to manipulate magnetism and magnetic fields, a la Magneto. This allows for powers like flight/levitation, forcefield creation, effective telekinesis of metallic objects (even those that are nonmagnetic, somehow), creating electromagnetic pulses to shut down electronics, concussive blasts, absorption of electromagnetic energy, and sensing a planet's magnetic field to help with navigation or detecting danger.

Lightning Lad - Real name: Garth Ranzz. Has the ability of electrokinesis - he can generate and manipulate lightning for offensive purposes, and even use it in a vacuum like space. He can also absorb electromagnetic energy to power himself up. IIRC, the potency of his lightning has feats in the planetary range or higher.

Mon-El - Real name: Lar Gand. A Daxamite with all of the same powers as a Kryptonian, except weak to lead instead of Kryptonite. These powers are mostly redundant for Duplicate Boy (see the weaknesses section for why).
Saturn Girl - Real name: Imra Ardeen. A powerful telepath, comparable to Martian Manhunter in terms of skill and power. She can read minds, transmit thoughts, shut down minds, alter memories, etc. Her telepathy can extend across space at FTL speeds (effecively instantaneous), and across different dimensions. She can also block the powers of other telepaths, and make herself invisible/undetectable to their telepathic senses, as well as grant similar protection to others.
Ultra-Boy - Real name: Jo Nah. He has Kryptonian - like abilities, but is limited by being able to only use one at a time (strength, invulnerability, speed, breath, flight, vision powers, flash vision (aka heat vision with a different name). The only real difference between any of his powers and their Kryptonian/Daxamite equivalents is that his "penetra-vision", unlike standard X-ray vision, can see through lead. Much like the Composite Superman, Duplicate Boy isn't limited to using only one of these powers at a time, although many of them are redundant considering he has copied Kryptonian and Daxamite powers as well.
Phantom Girl - Real name: Tinya Wazzo. Has the ability to make herself intangible at will. This ability involves shifting herself to another dimension, and can also apparently be used to access the Phantom Zone. Notably, when Duplicate Boy copied her power, he was able to physically touch her while she was intangible, by becoming intangible himself.
Dawnstar - Real name: Dawnstar (go figure). She has wings that allow her to fly (even at FTL speeds when in space), which Duplicate Boy could copy if he wanted, but he was seen using her other power, the ability to track specific targets and individuals from almost any distance across space and find them precisely.
Timber Wolf - Real name: Brin Londo. He has enhanced speed, strength, agility, and reflexes, although not really close to the level of a Kryptonian or Daxamite, as well as having claws on his hands. Basically think DC's version of Wolverine, maybe?
Wildfire - Real name: Drake Burroughs. He is a non-corporeal being of pure "anti-matter energy", who requires a containment suit to interact with his environment (otherwise he would destroy everything he touched). He has super strength, flight (at FTL speeds), enhanced senses including super hearing and X-ray vision, size changing, energy projection and absorption, and the ability to create energy constructs (although only simple shapes, not super complex ones like a GL). His "anti-energy" blasts are potent enough to even hurt Kryptonians and Daxamites. His non-corporeal form also makes him effectively immune to physical damage, although his containment suit can still be destroyed, but he will reform. Duplicate Boy was only shown copying his energy blasts, but there's no reason he couldn't use any of his other powers as well.
White Witch - Real name: Mysa Nal. A magic user trained by Mordru, she is capable of a wide variety of spells, including creating an "invincible" forcefield, transmutation, absorbing magic, creating massive teleportation portals, and many others. She has the weakness of needing to prepare her spells in advance, although when Duplicate Boy used her powers, he didn't seem to have this drawback. He used her magic to cast some type of vanishing spell on a giant, magical snake - like creature, which had earlier proved immune to Superboy's heat vision. The spell successfully caused the creature to disappear, presumably into nothingness. Evolvo Lad commented that Quelu has trouble with magic - based abilities, although the one time we saw him use White Witch's magic, it seemed to work just fine.
Others
Duplicate Boy has demonstrated a few powers that were copied from other characters as well. One of them included copying the "sonic mating call" of an alien space dragon. Despite being sonic in nature, this call can somehow travel through space, and attract other members of the same dragon species.
He also demonstrated the ability to teleport himself over a distance of at least five million parsecs (~16.3 million light-years). It's unclear who or what he copied this power from, or what, if any, limitations it has.
Teleporting, also states he is a billion times more powerful than Matter-Eater Lad (although that's probably underselling it significantly).
Likely Powers
Considering that Duplicate Boy regularly interacts with the Legion, and has never once asked for permission to copy any of their powers (he seems to just do it without asking or even telling them), there are many, many characters whose powers he likely has access to, even though he has not been explicitly shown or stated to have them. Considering that he felt the need to copy the powers of such characters as Timber Wolf or Dawnstar, it only makes it much more likely that he has copied many of the stronger and more powerful Legionnaires as well. Part of the reason we only know a small portion of his repertoire of powers is because he is a side/supporting character without that many appearances (around half of his 29 appearances listed in the wiki are just cameos where he appears for 1 or 2 panels in the background). He has doubtlessly copied many more powers than those we know for sure.
However, I don't want to make unjustified assumptions, like saying that he's copied the power of every Legionnaire ever, so I will simply stick to the Legion members and other characters he has been shown interacting with in significant events and situations.
So here is a list of characters whose powers he very likely has, although it is not 100% proven.
Chameleon Boy - Real name: Reep Daggle. A Durlan alien with the power of shapeshifting, who can scan and precisely duplicate the molecular structure of any object he encounters and change into it. Once an object or person has been scanned once, he can transform into it at any time from then on. These imitations are so perfect that even Kryptonian and Daxamite senses can't see through them. He also has lesser - known powers such as self-duplication, regeneration (from as much as being reduced to a liquid), stretching, and fusing with other Durlans to create technology.
Element Lad - Real name: Jan Arrah. Has the ability to transmute matter into other forms, simply by willing it. He can seemingly transmute any element into any other, and this includes things like Kryptonite. His ability is effectively instantaneous and seems to have a range of at least hundreds of meters, and occurs directly, without requiring any kind of beam or blast to convey it.
Invisible Kid - Real name: Lyle Norg. Can turn himself and his clothing invisible at will. Sounds fairly unimpressive, but this power can fool Kryptonian and even telepathic senses.
Star Boy - Real name: Thom Kallor. Has the ability to increase the mass of objects, up to the mass of a star, and return them to normal. Like Element Lad, this ability does not require physical contact or any kind of beam or blast, it just affects a target instantly. According to the wiki, he can also create black holes, although they may be pseudo black holes as they dissipate when he stops concentrating, and can act as wormholes/portals to other dimensions.
Sun Boy - Real name: Dirk Morgna. Has the ability to generate heat and light, up to the level of an actual sun. He is also immune to virtually all forms of heat and solar radiation.
Matter-Eater Lad - Real name: Tenzil Kem. He has the ability to eat and digest anything, even super durable substances that are too strong for Kryptonian strength and powers to destroy. He can also instantly analyze the chemical composition of anything he eats and determine if it would be poisonous to anyone else.
Princess Projectra - Real name: Projectra Wind'zzor. Has the ability to create realistic illusions to fool all of someone's senses, as well as see through any type of illusions herself. She is also immune to knockout serum.
Brainiac 5 - Real name: Querl Dox. A Coluan with super - advanced 12th - level intellect, claimed to be smarter than the original Brainiac. Can calculate faster than a supercomputer and invent/reverse engineer highly advanced technology in a short period of time. Also has an encyclopedia and photographic memory, and is highly resistant to all forms of telepathy, brainwashing, and mind control.
Dream Girl - Real name: Nura Nal. Has the ability to see the future via prophetic dreams, which are always 100% accurate (although her interpretation of them isn't always accurate). Her dreams can predict future events up to 1 year in the future, although she can't really control them (they seem to come to her randomly or when needed).
Shadow Lass - Real name: Tasmia Mallor. Has the ability to project and manipulate shadows and darkness, preventing all light from reaching an area she chooses. She can either block out light completely, or only allow light sources from the interior of a darkness field to illuminate it. She can also solidify these fields and use them as forcefields or energy constructs. She also has perfect vision even in the absence of light.
Blok - Real name: Blok (huh). An alien silicon - based lifeform, basically a living rock creature. Has superhuman strength and durability, is completely immune to telepathy and possession, and can absorb energy attacks without being damaged (although certain types of magical attacks can overpower this ability and cause him harm).
Neon - Real name: Celeste McCauley. She was infused with the power of a Green Lantern Ring, allowing her to use all of the powers of a Green Lantern without needing a ring or a battery to recharge it.
Others
Besides LOSH members, there are some other characters Quelu has been seen interacting with, and is likely to have copied the powers of.
Spider Girl - Real name: Sussa Paka. Unrelated to Marvel's Spider-Man or any related characters. She has the ability to manipulate and control her own hair like tendrils, using it like whips or a fan, or binding ropes, and it lets her lift objects too heavy for her to lift with her arms. She can also do precision work like lockpicking, typing, shuffling a deck of cards, etc. with her hair. She can feel anything touching her hair via a psionic field.
Chlorophyll Kid - Real name: Ral Benem. A member of the Legion of Substitute Heroes. He can manipulate, control, and accelerate the growth of plants, such as making trees and vines to entrap his opponents or wrapping tree bark around himself as armor. He can transform seeds into fully grown plants in seconds. He can also create mobile plant creatures that serve as minions to fight for him.
Ornitho - Real name: Unknown. Has the ability to shapeshift into any type of bird in the galaxy, and fly through space. Powers would be mostly redundant for Duplicate Boy.
Psyche - Real name: Unknown. Has the telepathic ability to control the emotions of others.
Quantum Queen - Real name: Unknown. Can transform her body into "living quantum energy", essentially becoming light. Can also fly and fire destructive energy blasts.
Further Powers
Duplicate Boy likely has copied many more powers than just these, having interacted with many heroes, villains, and others throughout his career (much of which we have never seen). However, what I covered so far is pretty much the extent of what can be reasonably speculated when it comes to his powers.
An ability seemingly unrelated to his power copying was shown in his first appearance where, after being contacted by a human speaking the Lallorian language, he and all of the other Heroes of Lallor were able to somehow study and learn to speak fluent English in the time it took their ship to reach Earth, which could not have been more than a few days at most (more likely hours).
Learns English very quickly.
Weaknesses
After reading this so far, you're probably thinking he sounds like one of the most busted, OP characters ever. Well, he has the potential to be, but he also has weaknesses - a lot of them, believe it or not. I'm actually going to separate this section into 2 - one for inherent weaknesses of his powers, and the other for psychological/character - based weaknesses.
Inherent
- You'll notice that I mentioned that he has to individually choose to use each power of everyone he's copied. While this can have advantages (i.e. giving himself Kryptonian powers but not the weakness to Kryptonite or red sunlight), it can also work against him. Even powers that are passively 'on' all the time for their original users (such as Kryptonian strength and invulnerability) have to be consciously maintained by Quelu Ord. In other words, he has to individually make the decision to have the strength, speed, invulnerability, heat vision, senses, etc. of a Kryptonian, and those powers disappear when he stops actively willing himself to have them. It has been shown, though, that in dire situations, he can use his powers instinctively, once combining Superboy and Timber Wolf's powers without realizing what he had done until afterwards.
- He also doesn't seem to have the ability to stack instances of the same types of powers. For example, despite copying both Superboy and Mon-El, he doesn't have the combined physical strength of them both, just whichever one is stronger, if he is using both at once. When fighting an army of billions of Daxamites brainwashed by Darkseid, this proved to be a liability. He had already copied Mon-El, so copying any of the other Daxamites wouldn't give him anything he didn't already have, and although his powers let him defeat many of them, he was kept busy and nearly overwhelmed by their sheer numbers.
- He doesn't seem to be able to copy powers that come from weapons/equipment, rather than inherent/personal superpowers. Although we've never seen him try and fail to copy someone's weapon or equipment, he has also never been shown to do so. So if he was up against a Green Lantern, for example (not someone like Neon who has inherent GL powers with no ring), he likely wouldn't be able to copy them.
- Finally, his biggest inherent weakness is that there are some powers that are just too strong for him to copy, as his body can't handle them. This was shown when he tried to copy Validus, an immensely powerful monster who could swat PC Kryptonians like flies. His body overloaded trying to copy his strength, causing a "power feedback" that disoriented him, leaving him open to an attack from the Persuader, which nearly killed him.
Fails to copy Validus. Leaving him an easy target for the Persuader. (It should be noted that surviving being cut by the Persuader's Atomic Axe is actually a great feat, as that thing has the ability to cut through pretty much anything, up to and even including abstract concepts like Hypertime).
Psychological
These are weaknesses based on his character and psychology, which would mostly be irrelevant in a bloodlusted forum fight, but they are definitely worth noting. In a bloodlusted fight, he would have basic Kryptonian powers on all the time, and probably use Evolvo Lad's super intelligence to come up with the best and most effective battle strategies and power combinations to use, but he doesn't do this in-universe.

Once again forgets to make himself invulnerable and gets knocked out.

Despite having trouble with the billions of brainwashed Daxamites, Duplicate Boy eventually comes out of the fight no worse for wear, after Darkseid's brainwashing is broken.
A retcon establishes him as being one of the heroes who fought the Anti-Monitor during Crisis on Infinite Earths (you can see him in the lower left of the picture, next to Mary Marvel - shoutout @jinri and that thread). He probably couldn't copy the Anti-Monitor or the Spectre for the same reason that he couldn't copy Validus.
Copies Mon-El, but gives up when he realizes that Shrinking Violet (who he has a crush on) might be hurt in the fight. Otherwise he could have quite comfortably soloed the Legion here.
Easily handles a "Rigellian Dragon" that escaped from the zoo on Lallor.
Beats Star Boy and Invisible Kid while holding back so as not to hurt them.
Copies and defeats Superboy.
Super vision and catching an interstellar spaceship (this was before he copied Ultra Boy so he didn't have vision that could see through lead yet).
Notes:
- You'll notice that some of these scans are from after Crisis on Infinite Earths. That's because (probably due to Hypertime shenanigans), the LOSH continuity wasn't rebooted at the same time as the rest of the DCU, and the Legion kept most, if not all, of its Pre-Crisis continuity up until the Zero Hour event in 1994. The most recent scan in this thread, from 2015, is explicitly a flashback to the events of COIE, and the wiki lists it as an appearance of the Pre-Crisis Duplicate Boy.

She can also spread her body into any shape and enter any container or bypass any barrier that isn't completely airtight.
Beast Boy - Real name: Ilshu Nor. Has the ability to instantly shapeshift into the form of any animal, including alien animals, while retaining his intellect. Unrelated to the Beast Boy from the Teen Titans (although his powers are similar). Some of the alien animal forms he has taken have shown abilities like light-based hypnosis and illusions, or space travel. Using this power, Duplicate Boy should be able to transform into anything that can be classified as a non-sapient animal, as long as he is familiar with the form.
Life Lass - Real name: Somi Gan. She has the ability to animate inanimate matter, making it come to life and obey her commands, and can also reverse this process to return things she has animated back to normal. Her power has no effect on matter that is already alive. She has demonstrated the ability to make things like rock and dead wood move like they are alive, and even speak. A typical use of this power is to animate an enemy's clothes, weapons, equipment, or environment and make it attack them.
Legion of Super-Heroes
- Being a Legion ally, and appearing mostly in their stories, Quelu Ord has interacted with them very often, and copied many (if not all) of their powers. Legionnaire's powers whom he is 100% confirmed to have copied include:
Superboy - Real name: Clark Kent/Kal-El (as if you didn't know that). He was the first Legionnaire that Duplicate Boy copied, notably acquiring all of his Kryptonian superpowers, including super strength, speed, durability/invulnerability, various sensory powers, heat vision, breath powers, resistance/healing, etc. You know the drill. Since we're talking Pre-Crisis, this also includes abilities like time travel and even super-ventriloquism (lol). He can use any of these powers at will, or combine them all together, as well as combining them with any other powers he has copied.
Shrinking Violet - Real name: Salu Digby. She has the ability to decrease her own size and return to normal at will. In the comics I covered for this thread, I saw her becoming as small as a bacterium, able to swim through a person's blood vessel, although I don't know if that's her limit or not. She and Quelu actually started a relationship shortly after they first met, which lasted quite a few years.
Using Shrinking Violet's powers.
Colossal Boy - Real name: Gim Allon. He has the opposite power of Shrinking Violet - he can make himself giant sized and return to normal at will. I've seen him becoming as large as mountains, although again, I don't know what his limit is. His strength obviously increases proportionately, as well.
Cosmic Boy - Real name: Rokk Krin. Has the ability to manipulate magnetism and magnetic fields, a la Magneto. This allows for powers like flight/levitation, forcefield creation, effective telekinesis of metallic objects (even those that are nonmagnetic, somehow), creating electromagnetic pulses to shut down electronics, concussive blasts, absorption of electromagnetic energy, and sensing a planet's magnetic field to help with navigation or detecting danger.

Lightning Lad - Real name: Garth Ranzz. Has the ability of electrokinesis - he can generate and manipulate lightning for offensive purposes, and even use it in a vacuum like space. He can also absorb electromagnetic energy to power himself up. IIRC, the potency of his lightning has feats in the planetary range or higher.

Mon-El - Real name: Lar Gand. A Daxamite with all of the same powers as a Kryptonian, except weak to lead instead of Kryptonite. These powers are mostly redundant for Duplicate Boy (see the weaknesses section for why).
Saturn Girl - Real name: Imra Ardeen. A powerful telepath, comparable to Martian Manhunter in terms of skill and power. She can read minds, transmit thoughts, shut down minds, alter memories, etc. Her telepathy can extend across space at FTL speeds (effecively instantaneous), and across different dimensions. She can also block the powers of other telepaths, and make herself invisible/undetectable to their telepathic senses, as well as grant similar protection to others.
Ultra-Boy - Real name: Jo Nah. He has Kryptonian - like abilities, but is limited by being able to only use one at a time (strength, invulnerability, speed, breath, flight, vision powers, flash vision (aka heat vision with a different name). The only real difference between any of his powers and their Kryptonian/Daxamite equivalents is that his "penetra-vision", unlike standard X-ray vision, can see through lead. Much like the Composite Superman, Duplicate Boy isn't limited to using only one of these powers at a time, although many of them are redundant considering he has copied Kryptonian and Daxamite powers as well.
Phantom Girl - Real name: Tinya Wazzo. Has the ability to make herself intangible at will. This ability involves shifting herself to another dimension, and can also apparently be used to access the Phantom Zone. Notably, when Duplicate Boy copied her power, he was able to physically touch her while she was intangible, by becoming intangible himself.
Dawnstar - Real name: Dawnstar (go figure). She has wings that allow her to fly (even at FTL speeds when in space), which Duplicate Boy could copy if he wanted, but he was seen using her other power, the ability to track specific targets and individuals from almost any distance across space and find them precisely.
Timber Wolf - Real name: Brin Londo. He has enhanced speed, strength, agility, and reflexes, although not really close to the level of a Kryptonian or Daxamite, as well as having claws on his hands. Basically think DC's version of Wolverine, maybe?
Wildfire - Real name: Drake Burroughs. He is a non-corporeal being of pure "anti-matter energy", who requires a containment suit to interact with his environment (otherwise he would destroy everything he touched). He has super strength, flight (at FTL speeds), enhanced senses including super hearing and X-ray vision, size changing, energy projection and absorption, and the ability to create energy constructs (although only simple shapes, not super complex ones like a GL). His "anti-energy" blasts are potent enough to even hurt Kryptonians and Daxamites. His non-corporeal form also makes him effectively immune to physical damage, although his containment suit can still be destroyed, but he will reform. Duplicate Boy was only shown copying his energy blasts, but there's no reason he couldn't use any of his other powers as well.
White Witch - Real name: Mysa Nal. A magic user trained by Mordru, she is capable of a wide variety of spells, including creating an "invincible" forcefield, transmutation, absorbing magic, creating massive teleportation portals, and many others. She has the weakness of needing to prepare her spells in advance, although when Duplicate Boy used her powers, he didn't seem to have this drawback. He used her magic to cast some type of vanishing spell on a giant, magical snake - like creature, which had earlier proved immune to Superboy's heat vision. The spell successfully caused the creature to disappear, presumably into nothingness. Evolvo Lad commented that Quelu has trouble with magic - based abilities, although the one time we saw him use White Witch's magic, it seemed to work just fine.
Others
Duplicate Boy has demonstrated a few powers that were copied from other characters as well. One of them included copying the "sonic mating call" of an alien space dragon. Despite being sonic in nature, this call can somehow travel through space, and attract other members of the same dragon species.
He also demonstrated the ability to teleport himself over a distance of at least five million parsecs (~16.3 million light-years). It's unclear who or what he copied this power from, or what, if any, limitations it has.
Teleporting, also states he is a billion times more powerful than Matter-Eater Lad (although that's probably underselling it significantly).
Likely Powers
Considering that Duplicate Boy regularly interacts with the Legion, and has never once asked for permission to copy any of their powers (he seems to just do it without asking or even telling them), there are many, many characters whose powers he likely has access to, even though he has not been explicitly shown or stated to have them. Considering that he felt the need to copy the powers of such characters as Timber Wolf or Dawnstar, it only makes it much more likely that he has copied many of the stronger and more powerful Legionnaires as well. Part of the reason we only know a small portion of his repertoire of powers is because he is a side/supporting character without that many appearances (around half of his 29 appearances listed in the wiki are just cameos where he appears for 1 or 2 panels in the background). He has doubtlessly copied many more powers than those we know for sure.
However, I don't want to make unjustified assumptions, like saying that he's copied the power of every Legionnaire ever, so I will simply stick to the Legion members and other characters he has been shown interacting with in significant events and situations.
So here is a list of characters whose powers he very likely has, although it is not 100% proven.
Chameleon Boy - Real name: Reep Daggle. A Durlan alien with the power of shapeshifting, who can scan and precisely duplicate the molecular structure of any object he encounters and change into it. Once an object or person has been scanned once, he can transform into it at any time from then on. These imitations are so perfect that even Kryptonian and Daxamite senses can't see through them. He also has lesser - known powers such as self-duplication, regeneration (from as much as being reduced to a liquid), stretching, and fusing with other Durlans to create technology.
Element Lad - Real name: Jan Arrah. Has the ability to transmute matter into other forms, simply by willing it. He can seemingly transmute any element into any other, and this includes things like Kryptonite. His ability is effectively instantaneous and seems to have a range of at least hundreds of meters, and occurs directly, without requiring any kind of beam or blast to convey it.
Invisible Kid - Real name: Lyle Norg. Can turn himself and his clothing invisible at will. Sounds fairly unimpressive, but this power can fool Kryptonian and even telepathic senses.
Star Boy - Real name: Thom Kallor. Has the ability to increase the mass of objects, up to the mass of a star, and return them to normal. Like Element Lad, this ability does not require physical contact or any kind of beam or blast, it just affects a target instantly. According to the wiki, he can also create black holes, although they may be pseudo black holes as they dissipate when he stops concentrating, and can act as wormholes/portals to other dimensions.
Sun Boy - Real name: Dirk Morgna. Has the ability to generate heat and light, up to the level of an actual sun. He is also immune to virtually all forms of heat and solar radiation.
Matter-Eater Lad - Real name: Tenzil Kem. He has the ability to eat and digest anything, even super durable substances that are too strong for Kryptonian strength and powers to destroy. He can also instantly analyze the chemical composition of anything he eats and determine if it would be poisonous to anyone else.
Princess Projectra - Real name: Projectra Wind'zzor. Has the ability to create realistic illusions to fool all of someone's senses, as well as see through any type of illusions herself. She is also immune to knockout serum.
Brainiac 5 - Real name: Querl Dox. A Coluan with super - advanced 12th - level intellect, claimed to be smarter than the original Brainiac. Can calculate faster than a supercomputer and invent/reverse engineer highly advanced technology in a short period of time. Also has an encyclopedia and photographic memory, and is highly resistant to all forms of telepathy, brainwashing, and mind control.
Dream Girl - Real name: Nura Nal. Has the ability to see the future via prophetic dreams, which are always 100% accurate (although her interpretation of them isn't always accurate). Her dreams can predict future events up to 1 year in the future, although she can't really control them (they seem to come to her randomly or when needed).
Shadow Lass - Real name: Tasmia Mallor. Has the ability to project and manipulate shadows and darkness, preventing all light from reaching an area she chooses. She can either block out light completely, or only allow light sources from the interior of a darkness field to illuminate it. She can also solidify these fields and use them as forcefields or energy constructs. She also has perfect vision even in the absence of light.
Blok - Real name: Blok (huh). An alien silicon - based lifeform, basically a living rock creature. Has superhuman strength and durability, is completely immune to telepathy and possession, and can absorb energy attacks without being damaged (although certain types of magical attacks can overpower this ability and cause him harm).
Neon - Real name: Celeste McCauley. She was infused with the power of a Green Lantern Ring, allowing her to use all of the powers of a Green Lantern without needing a ring or a battery to recharge it.
Others
Besides LOSH members, there are some other characters Quelu has been seen interacting with, and is likely to have copied the powers of.
Spider Girl - Real name: Sussa Paka. Unrelated to Marvel's Spider-Man or any related characters. She has the ability to manipulate and control her own hair like tendrils, using it like whips or a fan, or binding ropes, and it lets her lift objects too heavy for her to lift with her arms. She can also do precision work like lockpicking, typing, shuffling a deck of cards, etc. with her hair. She can feel anything touching her hair via a psionic field.
Chlorophyll Kid - Real name: Ral Benem. A member of the Legion of Substitute Heroes. He can manipulate, control, and accelerate the growth of plants, such as making trees and vines to entrap his opponents or wrapping tree bark around himself as armor. He can transform seeds into fully grown plants in seconds. He can also create mobile plant creatures that serve as minions to fight for him.
Ornitho - Real name: Unknown. Has the ability to shapeshift into any type of bird in the galaxy, and fly through space. Powers would be mostly redundant for Duplicate Boy.
Psyche - Real name: Unknown. Has the telepathic ability to control the emotions of others.
Quantum Queen - Real name: Unknown. Can transform her body into "living quantum energy", essentially becoming light. Can also fly and fire destructive energy blasts.
Further Powers
Duplicate Boy likely has copied many more powers than just these, having interacted with many heroes, villains, and others throughout his career (much of which we have never seen). However, what I covered so far is pretty much the extent of what can be reasonably speculated when it comes to his powers.
An ability seemingly unrelated to his power copying was shown in his first appearance where, after being contacted by a human speaking the Lallorian language, he and all of the other Heroes of Lallor were able to somehow study and learn to speak fluent English in the time it took their ship to reach Earth, which could not have been more than a few days at most (more likely hours).
Learns English very quickly.
Weaknesses
After reading this so far, you're probably thinking he sounds like one of the most busted, OP characters ever. Well, he has the potential to be, but he also has weaknesses - a lot of them, believe it or not. I'm actually going to separate this section into 2 - one for inherent weaknesses of his powers, and the other for psychological/character - based weaknesses.
Inherent
- You'll notice that I mentioned that he has to individually choose to use each power of everyone he's copied. While this can have advantages (i.e. giving himself Kryptonian powers but not the weakness to Kryptonite or red sunlight), it can also work against him. Even powers that are passively 'on' all the time for their original users (such as Kryptonian strength and invulnerability) have to be consciously maintained by Quelu Ord. In other words, he has to individually make the decision to have the strength, speed, invulnerability, heat vision, senses, etc. of a Kryptonian, and those powers disappear when he stops actively willing himself to have them. It has been shown, though, that in dire situations, he can use his powers instinctively, once combining Superboy and Timber Wolf's powers without realizing what he had done until afterwards.
- He also doesn't seem to have the ability to stack instances of the same types of powers. For example, despite copying both Superboy and Mon-El, he doesn't have the combined physical strength of them both, just whichever one is stronger, if he is using both at once. When fighting an army of billions of Daxamites brainwashed by Darkseid, this proved to be a liability. He had already copied Mon-El, so copying any of the other Daxamites wouldn't give him anything he didn't already have, and although his powers let him defeat many of them, he was kept busy and nearly overwhelmed by their sheer numbers.
- He doesn't seem to be able to copy powers that come from weapons/equipment, rather than inherent/personal superpowers. Although we've never seen him try and fail to copy someone's weapon or equipment, he has also never been shown to do so. So if he was up against a Green Lantern, for example (not someone like Neon who has inherent GL powers with no ring), he likely wouldn't be able to copy them.
- Finally, his biggest inherent weakness is that there are some powers that are just too strong for him to copy, as his body can't handle them. This was shown when he tried to copy Validus, an immensely powerful monster who could swat PC Kryptonians like flies. His body overloaded trying to copy his strength, causing a "power feedback" that disoriented him, leaving him open to an attack from the Persuader, which nearly killed him.
Fails to copy Validus. Leaving him an easy target for the Persuader. (It should be noted that surviving being cut by the Persuader's Atomic Axe is actually a great feat, as that thing has the ability to cut through pretty much anything, up to and even including abstract concepts like Hypertime).
Psychological
These are weaknesses based on his character and psychology, which would mostly be irrelevant in a bloodlusted forum fight, but they are definitely worth noting. In a bloodlusted fight, he would have basic Kryptonian powers on all the time, and probably use Evolvo Lad's super intelligence to come up with the best and most effective battle strategies and power combinations to use, but he doesn't do this in-universe.
- At one point, he was so depressed over his girlfriend breaking up with him that he completely lost his powers. He regained them when he was put in a dangerous situation and reacted instinctively to save someone.
- He can't easily remember every power he has off of the top of his head, so often he doesn't think of using the best ones for the job.
- He is hot-headed and impetuous, and often rushes into things without thinking.
- His biggest psychological weakness, however, is simple incompetence. You may be familiar with Marvel's Absorbing Man, who is known for having a potentially very broken power, but is simply too dumb to use it effectively. Duplicate Boy isn't quite as bad as him, but he comes close. Oftentimes he will only use one power at a time, since he figures that's all he needs. On multiple occasions, he has been defeated due to simple mistakes like forgetting to use Kryptonian/Daxamite invulnerability in a fight, or simply not being creative enough to come up with the best power combo for the job. Simply put, when it comes to fighting and effectively using his powers, he is not very skilled at all. One of his bios even states (emphasis mine):
Duplicate Boy possesses the unique power of being able to duplicate any other individual's super-powers. No limitations on this power are known, but that is as much a result of his limited imagination (which usually makes him adapt only powers he is familiar with and those only one at a time for short times) as any possible limits. He has no training in use of his powers, personal combat, or much of anything else, and has no weapons. On the basis of his powers alone, however, he is arguably the most powerful hero of the 30th century.

Despite having trouble with the billions of brainwashed Daxamites, Duplicate Boy eventually comes out of the fight no worse for wear, after Darkseid's brainwashing is broken.
A retcon establishes him as being one of the heroes who fought the Anti-Monitor during Crisis on Infinite Earths (you can see him in the lower left of the picture, next to Mary Marvel - shoutout @jinri and that thread). He probably couldn't copy the Anti-Monitor or the Spectre for the same reason that he couldn't copy Validus.
Copies Mon-El, but gives up when he realizes that Shrinking Violet (who he has a crush on) might be hurt in the fight. Otherwise he could have quite comfortably soloed the Legion here.
Easily handles a "Rigellian Dragon" that escaped from the zoo on Lallor.
Beats Star Boy and Invisible Kid while holding back so as not to hurt them.
Copies and defeats Superboy.

- You'll notice that some of these scans are from after Crisis on Infinite Earths. That's because (probably due to Hypertime shenanigans), the LOSH continuity wasn't rebooted at the same time as the rest of the DCU, and the Legion kept most, if not all, of its Pre-Crisis continuity up until the Zero Hour event in 1994. The most recent scan in this thread, from 2015, is explicitly a flashback to the events of COIE, and the wiki lists it as an appearance of the Pre-Crisis Duplicate Boy.
