Super's scaling with roshi depends on if you use the manga or anime with the anime having roshi keep with hax while blatantly said to be weaker then most characters receiving literally no power ups unlike say krillin who was noted to have become stronger, The manga just straight up gives him ultra instinct and has him keep up with jiren so yea pretty blatant massive power boost
