anything past mid-game/Radahn fight should clear given the realms are apparently only continent or earth sized and the tarnished can survive and react to Collapsing Stars by that point
not really sure what earlier versions scale to given feats for guys like Godrick and Rykard and kind of unclear, could scale them to the Fallingstar Beasts surviving reentry I guess? @Atem might have a better idea
though Morgott did beat Radahn once it didn't do permanent damage to him like Malenia's Rot did and Radahn did continue to be known as the strongest in spite of that, so they're probably just in a similar ballpark.

Who says he is strongest exactly? and if so would Morgott beating him mean the title refers more to physical strength but does not correlate to overall power or skill in combat?

various sources call him that i know Jerren is one of them, you could argue he’s biased but the guy should be aware of Malenia’s strength too since he’s a part of Radahn’s army.
The starscourge heirloom also calls him the mightiest hero of the demigods.
Also it’s speculated that due to Radahn’s significantly smaller size during his Morgott L he may have just gotten stronger later on. There’s not a ton to go off fir it. Morgott would still be star level though because Radahn conquered the stars “in his youth”
Depends on which interpretation you go with regarding the lore for GOW. Muspelheim for example is supposed to be the source of all stars, and the realms were crafted out of Ymir's body. Ymir who was killed and defeated by Odin. Which directly scales to him as a result.
Then there's Thor hitting the World Serpent so hard he fractured the World Tree as a side-effect, and sent him into the past. Which actually happens in Ragnarok.
