How strong is Rodimus
depends
the stronger Marvel G1 characters seem to hover around continent level (Shockwave is the most easy example to point to), cartoon is much stronger, into the planetary range.
I also just found out this Rodimus has a form combined with Star Convoy that is above universe level, but he has only ever shown up in one piece of concept art

The Matrix and Sword of Primus punch above their weight but I don't know that they're really conventional weaponry, the Sword was more useful as a sealing tool in any case (albeit on a multiversal scale)
 
Tier list is definitely needed yeah, the upper tiers are far easier to place than the mid and lower because there's just so many of the latter
 
idw should be in the country/continent range. She's one of the few characters who can contend with Galvatron (probably because she's his twin and thus one of the oldest Transformers alive with the most experience) even if she's ultimately weaker. Galvatron in IDW is>Optimus and Megatron individually

so minor thing but maybe important, realized I made a mistake here on evaluating Furman’s Cybertron pitch

when I checked Primeval Dawn, I had only looked at the writer of the first chapter, Bob Forward, story editor and sometimes director on Beast Wars

the problem is he only wrote issue 1…Furman wrote issue 2, the one where Unicron’s established as an omniversal threat who will destroy every plane of existence. So therefore even if non-canon, the authoral intent argument actually IS supported here, because in one canon text both the author and in-universe omniscient characters have Unicron as an omniversal threat, and in unused documents he’s also destabilized the omniverse.
