Unlike the beams emitted from the ship, Shigaraki can only reflect the length of laser he had stored up to reflect. That distance should be no greater than the 100 meters separating them. The laser will eventually finish traveling that 100 meters from its current origin at Shigaraki, and it hadn't finished traveling by the time Star and Stripes made it something she could physically touch as shown by it bending and snaking from its halted momentum.
