Why scum?

Think his scum cases aren't great, I think he's shown a bit more engagement than he normally does as scum but he's working backwards from reading a bunch of players as town. He's trying to say he wants me/Ratchet to "find each other" but he's also been fairly instigative. I would probably want to flip Rug/Xadlin first
