4: And outright hit the limitations of what his Imagination could conjure when he failed to both give himself Kenpachi’s power with a body able to contain it too

Actually, there is one character who can(or multiple). The Schnees. Weiss is notable for her occasional abuse of time-dilation in earlier seasons, even though she hasn't used it in more recent ones. Thing is, though, outside of RWBYverse(and even within it, lmao) time-dilation from Weiss or Winter isn't exactly all that good.No one in RWBY has the power to even slightly mess with Time Paxton, shut the fuck up
It's very clearly obvious that Ozpin just has super speed by the standards of RWBY because if he literally can screw with Time to any level, his death to Cinder Fall would make negative sense(Which makes sense as the creators to this day never stated how Cinder killed Ozpin as it made no sense even then).
EDIT: And if you are bringing up the Relic nonsense, none of the Genies or the Relics themselves can stop time, the Staff can somehow stop Time as a byproduct of the Genie being released in a truly half-assed way to save Penny's life. The Staff itself never fucks with Time nor is how it works a byproduct of it(The Djinn can create anything but needs the baby steps to get there).
