- Toei isn't consistent in their own approach; how Goku is portrayed, the back and forth we get with Gohan's development and character, Toriyama going against what seemingly what a lot of the directors and showrunners want to do (case in point, post-RoF Gohan making a decision to get back into shape and by ToP, getting even stronger knowing as Piccolo told him sitting on his ass and hoping Goku and Veget save the day is dumb then you have this movie again where Gohan ignores himself in ToP talking about watching Goku fight Bergamo getting his saiyan blood boiling)

That's Toriyama forcing TOEI and their writers to do other shit, not TOEI themselves being inconsistent. Jiren was given so little characterization by Toriyama, they was gonna make him like Toppo before he finally told them his actual personality traits and by then, they got his theme song fit similarly to Toppo's.
The big issue was always TOEI wanted to make Gohan a big deal(this was seen even in DBZ with how Gohan is effectively different than he is in the Manga) but Toriyama always kept flaking on it which showed why Gohan keeps basically getting thrown to the wayside but then TOEI would push him again later. It's why Gohan keeps having the same damn development again and again and why he also gets loads of buildup by TOEI explicitly.
Basically TOEI is stuck between Toriyama's major influence and the fact he doesn't give a fuck vs. What they want to do with the property and the series(as seen with GT and SDBH) as a whole which still isn't perfect due to their own issues and Toriyama's influence(i.e. Goku Time all the time).

Dude really came off like he wanted to be there for his wife and especially his kid and then suddenly
"My rivalry matters even more now" out of nowhere(despite him dropping in and out of the game primarily due to family) and boom, wife and kid is just gone now... that's just messed up.
