To me, and that's purely how I perceive the rules, making a save doesn't mean you dodged. It means you got hit in a way that wasn't as damaging as a full on hit. It's why there are feats and class features like evasion that allow you to completely negate an attack on save. Even so. remember it's a save. Ergo, there is a realistic chance of you failing. The rules are clear that a roll should only occur if there is a chance of failure. I would therefore say that spells having a possible saving throw and rogues having a class feature to lower the damage to zero on save does not mean a rogue can reliably dodge lightning and explosions. There is still a very major chance of failure. In the example I posted above, at max stats, a rogue has a 20% chance of saving. That means 8/10 times, Vax would get hit by a lightning bolt. Him dodging lightning is the exception, not the rule.
