Drama CD isn’t canon though. Either Dio can’t use most of his powers anymore due to Jonathan’s body screwing with itIt only has the barest of minimum of cooldown as Jotaro needs to take a good breathe before doing it again.
Also, there's the Drama CD where DIO did use his laser eyes while in time stop against Jotaro in the final clash so there's that

part 6 jotaro has the same time stop ability he had when he was younger, this is directly stated (because in part 4 and the beginning of Part 6, his time stop had weakened)
I don’t think the cooldown would matter much against the sub-hypersonic JJK cast, as I already said, but the dc gap is big
Why would it count for Dio when not only did he have a longer time stop after drinking Josephs blood, but being a Vampire makes his body much better at using time stop as shown by him increasing it to lengths Jotaro never did? Also if we are talking about characters who have reaction speeds in the FTL range, why would we assume the same "few seconds" mean our standard of them?

The fact Dio could extend his time stop beyond his tells us the Stands are only similar but not the exact same.So then Jotaro stops first and then Dio covers for him. dio was never shown to chain timestops either, even at his peak Jotaro gets him by waiting his timestop out and freezing him there, he does it multiple times actually. Dio has a longer timestop length, presumably because he’s a Vampire (though this isn’t directly stated iirc), but the length he can stop time is the only solid difference. there’s also this weird area where iirc part 3 sort of treats SP moving through time as separate from it actually stopping time or some shit, I gotta reread that fight againI’m surprised people on this site didn’t know about that
It honestly helps explain why Dio didn’t just win. Jotaro is able to do the things he did while The World was in its cooldown phase
