Understanding and expressing their powers seems to also play a role. In Accels case general strength of his mind and ideologies are also important. I feel like Accel got an increase in basically all of those through his experiences and character growth.

    And y'know that shows well why I hate vs debating Touhou. It's written in a way that makes it supremely easy to rip things out context and use your own headcanons without people that don't know the verse being able to spot it.
