Understanding and expressing their powers seems to also play a role. In Accels case general strength of his mind and ideologies are also important. I feel like Accel got an increase in basically all of those through his experiences and character growth.
Tbf, other Level 5 candidates include the girl with the standard superhero power set and the one that can only throw buildings around. Beams that erase anything are pretty good in comparison to Level 4s. But amongst the level 5 she's pretty bottom end, yeah.

And y'know that shows well why I hate vs debating Touhou. It's written in a way that makes it supremely easy to rip things out context and use your own headcanons without people that don't know the verse being able to spot it. I know Touhou well enough to see the shit the many dishonest debaters are pulling and it's just so stupid that it's exhausting.
Please tell that stuff is explicitly mentioned in the story, because if they just reason those numbers from some "0=1" statement that is incredibly retarded and utmost cringe.
