Scenario 2: He has to bump off every single major player in the city and establish himself as the king of the hill.

Contestant 1: A Techpriest Enginseer

Contestant 2: An Electro-Priest

Contestant 3: An Explorator Magos

Of course, the Priest will not be overly limited to what he starts with and can adapt and improvise within the tolerable limits of the Cult's teachings as hack attacks would very much be his biggest hurdle to overcome.
