Undead makes it impossible for her to ever end the fight without a sealing ability.

Unjustice can make her commit Sudoku, potentially.

The only way to counter Unmove is usually to limit the user's vision (which I guess maybe S&S could do by changing the sky around her to make it go pitch black dark?), but Billy can still use Unmove when he's blind so I don't know if that even matters for him (for him it might only require "line of sight"). So she could easily be frozen in place most of the fight.

Unstoppable means his highest speed would greatly exceed hers.

And Unchange could suffocate her by causing the air around her to be unchangeable.

For all of Stars & Stripes's reality warping power with New Order it doesn't really matter if she has no hax resistances. And just Shigaraki's regen gave her massive trouble, so a guy who copied regen from someone who negates the concept of death and can come back from a planet being destroyed from a sun colliding into it is practically an unwinnable matchup (at least with the way she uses her hax on human targets being limited to stopping their hearts from what we saw).

Billy take this, also him had a massive speed adventage, cuz during the end of the Ragnarok arc, him was capable to defeat alone Ruin, the same was comparable to Bind and Andy during the same arc. And Seal was capable to travel from the sun to the earth in a short time and also being inside on a really big Solar Flare. And that's only in the physical stats, in hax with Unfair him gets Negation powers like Undead/Unruin at the end of the arc, Unchange, Unmove, Unbalance/Undefinition at the end of the arc, Unstoppable and Unjustice.

So him basically can blitz her and also negate the change of the air around her and her capability to move or even make her kill herself with her own powers, etc.

New Order could be used to create a seal. Unchange beat Andy with solidified air, a trick SaS can do too.

Undead's regen can also be negated. We know this from his interaction with Unrepair. She'd need his name, but "your body will not mend", should be enough to turn off his regen.

Billy would need to put the work in to get SaS to view killing him as moral good (Justice) so that Unjustice could flip that goal into self termination.

This might actually be super easy. Billy already has to be an S-Class dbag in order to steal powers. He knows how to roast his enemies just right (like he did Ruin), and the cap/mask combo make SaS an easy read.

Lightspeed required that Unstoppable loop the planet. Billy also doesn't have Unbreakable's armor, so he's going to need to regen, like, his whole body after any LS attack.

Or... maybe not. When Billy first activates Unmove, he says he'll "see with sound". If he halts the air, sound waves won't bounce off SaS, and Billy won't be able to "see" her.

Even before gaining Unstoppable there are other MHS feats Billy would scale to (Andy jumped up and high-fived a Top who had reached LS, Shen's staff which other characters have reacted quickly expanding Andy to space to fight Spoil, Spoil's beams reaching the Replica Statue of Liberty in no time at all, etc...).

Oh, Andy has been pretty clearly sub-rel to relativistic since the Gina fight. Andy was willing to bank on the space ship having a light-based attack that could hurt Gina based on the attacks he had dodged earlier. So, it's pretty clear he was dodging lasers.

Does SaS not get sub-rel from reacting to radio waves, or is that still contested?

The scene is literally Seal going from the Sun to the Earth meanwhile he is on the solar flare or create the same one, when him going to seal Andy for kill several UMA's and attempt against SUN rules. That's a speed feat.

Also Seal isn't inmune to the concept heat, and even if him was that doesn't made him inmune to the energy generate for a Solar Flare. And him doesn't affected for the heat of the Sun or the solar flare is because The Regulators and Master Rules live inside the Sun cuz there is they HQ.

Except Unrepair is way stronger than New Order. Unrepair should be able to work on Sun while SnS can't even give herself all might level strength.

Also iirc Andy gets his head cut off by Rip in their final battle in Ruin's castle and with Victor's help negates Unrepair and heals anyway.
