What abilities does Billy have? Billy should be in the same tier as Aizen, continental(from scaling to the solar flare the Seal UMA rode on) and relativistic reaction speed(from Andy dodging the lasers from the UFO and reacting to Top moving at lightspeed)

However, he would need something like unrepair or injustice in order to negate KS and his Hogyoku immortality.

Well, he doesn't had Unrepair during the last loop, but had Unjustice, Unmoved, Unchange and Unruin/Undead and Unruin probably can save him from KS as a form of Ruin him. But that depends if tha count as a form of Ruin that Unruin negate.
