The only thing that Acqua has at that level was draining (and almost dying) half of the energy from Gabriel's body (which is known that that energy can take the planet out of the solar system) but that feat was never used for power scaling.
In speed they should be similar because of Kanzaki's feat but Acqua doesn't have something that ignores durability or something to pass Lille's intangibility.
He did seemingly pull off his own Yuisen or something equivalent that matched Kanzaki’s from knowing every spell Kanzaki knows and more

Acqua's huge mace blocked the strike and, after trading a few hits, it was clear to Kanzaki that Acqua likely knew as many spells as she did, possibly even more. Since Acqua was not an ordinary member of God's Right Seat, he was even able to cast ordinary magic spells
I think you need Carissa to pose a decent fight against the Sternritters. Acqua might be good in Saint-Tier but he's basically a brick who can control water that's also immune to punishments- his arsenal is not enough to defeat the wall of hax that would be thrown at him by people either comparable in stats or beyond him.
Yes, there are statements saying he's comparable to Misha but I think that's just in case of physical melee strength given he's never displayed spells that can telekinetically control thousands of stars and turn the planet to dust- besides, comparing an angel to a human just flips over most of ToAru scaling chains. So I'm giving this one to Sternritters.
His counter to Yuisen can be interpreted as him creating an 'All-Cleaving' spell on his own, but it can also be interpreted as Acqua just countering the magic Yuisen is made up of and unravelling it. I'm leaning towards the latter given he never used something like Yuisen in any of his fights.

X-Axis is not like Kamui where the user gets teleported to another dimension to achieve intangibility. It's just plain intangibility- I think it's the inverse of his bullets which can 'pierce through everything' between the target and muzzle, the offensive version makes his bullet ignore durability and the defensive version makes his body ignore attacks.

Not really- Yuisen can cut through everything without exception using law manipulation. It matched Curtana which can cleave infinite dimensions and the world itself in half. The attack would not pass through- it would ignore the intangibility and cut Lillie in half.
But not really relevant here since Acqua can't use it.
Also, Sternritter start in their Base form and for Shinigami start in Shikai since there isn’t much to argue for most until than and Ichigo always being in Shikai by default
