-Is capable of giving "Gifts" to people that can either Invert someone's personality and even conceptual weaknesses(Reversal), Basically cause the Sun to constantly be on them at all times(Literal Day Manipulation and thus "Nightless") and literally use your Soul as fuel to throw around massive attacks and even cause it to self-destruct(Rampage).
-Is capable of creating a "Model of Camelot" that is this big and has this many capabilities:

-Even getting inside of "Model Camelot" requires you to be "righteous" and it literally killed Sanzang doing just that.

-Simply unfurling Rhongomyniad's power affected Chaldeas's systems which considering Chaldeas is outside time and space and is only overlooking it meaning it was able to affect space time

-It's capable of keeping it's user alive for thousands of years(even if it does "hollow them out" in a sense) and even turn them into a Divine Entity

-It's capable of creating beings similar either to Divine Constructs or Servants(I forgot what this exact line was for the Divine Knights we see and fight in Camelot so I'll need to look back later) in massive numbers only supported by her existence.

-Is capable of literally leaving not only entire timelines but even other universes at will(She does this after Camelot to get to Solomon, then potentially to Tristan's Interlude, well after Camelot and then to Arcade Jerusalem and she did this in her backstory to even get to the Singularity at all)

-It's seen as completely superior to Wodime's Animus Animusphere(As LB6 explicitly state Morgan's Divine Magecraft Rhongomyniad is only rivaled by what we see in Camelot, i.e. the same damn thing)

So yeah, to say that Rhongomyniad and those who use it are just beat sticks have no goddamned idea what they are talking about(Even PHH Morgan Le Fay used the Gifts to torment Tristan) and this isn't even getting to Ruler Artoria who further uses it to an absurd degree on it's own, no Grail required.

Scaling Rhongo to Surtur is only going to get you to surface wiping levels of firepower. The only way I could possibly think of to get the Lion King to Star Level by using Surtur is by trying to use destroying textures as some kind of equivalent to blowing up Stars...which is an odd argument...

Can Shikai Yamamoto incinerate him quick enough to avoid getting fucked by his hax, especially considering Pernida would be actively regenerating the entire time?

Bankai Yamamoto could , but Pernida's hax would give Yamamoto the same treatment Kenpachi did if he hits him with anything less than Bankai.

That was a FAILED attempt which is why he's even trying it AGAIN to completely reduce the Planet to cinders. It's not even a question if he can but if the Storm Walls would atleast be able to only limit it to just the Texture(and again, Rhongomyniad being able to go past the Storm Walls very much says... no).

in fact Go Beyond doesn't actually start as nonexistent at all, the strings just keep thinning until they fade from existence

this doesn't matter anyways because GER affects actions, the action of launching the bubble would be negated
