Kaguya can reasonably be argued to be uni to uni plus based on the truth seeking orb, you could say it higher because she created multiple worlds before hand but we have no evidence she created those all at once and more than likely she made them over time considering the vast amount of chakra necessary to preform such a jutsu. Momo is base is likely weaker than kaguya was during there fight since kaguya absorbed the chakra Of a significant number of beings that she planned to oppose momo with in the first place, fused/amped momo is still stronger than her and could/should scale higher.
