They just have the nasty side-effect of aging you up, as soon as you try and go back to the present, meaning your ass is staying in the past, within an alternate timeline, if you use it, unless you want to be gaining several centuries, and become a skeleton in the process. And given how dumb the wizards can be, odds on them finding a library worth of not to their venture are slim at best.
Even on the toilet? While showering? And always enough strong ones that a group of wizard teleporting in couldn't take them out by surprise? I have my doubts.
They could go to past Ohara. And, y'know, mind read people for intel at least up to their lifespan.
Human mages maybe, but remember that magic in Flamme's age was restricted to a select few. Plenty of people in high positions should still not have had any.
Elves are few. Too few to really matter, especially since they are spread and unorganized. If everyone else dies the elves will eventually get defeated.
Demons are the real challenge. It might be best to have humanity defeat them before taking out humanity.
Given, a case could be made that Demons actually have no mind defenses that would work on HP magic. IIRC the only reason demons actually resist mind spells is because their mental structure is very different to humans. Outside of that even Macht could be controlled. I suspect HP magic doesn't care about such a distinction.
Also not sure how many of them could deal with Dementors.
The don't need to initially have it. They only need to be able to get sufficient extends of that, which at max competence they can. Mind reading, divination, figuring out places where information is and going there via teleportation / time travel. They have ways to get intel.
Ehm, that's a spell taught in school. I don't think it's rare. You can reduce the range requirement by teleporting repeatedly.
I doubt most standard guards would actually react that quickly. High tier ones, probably. But the entire point is that they avoid those.
One Piece has no ability to detect magic, so that's a given. Not to mention that next to nobody would dare question a celestial dragon.
You have seen how celestial dragons are. They don't care in the slightest how much other people are made to suffer as long as it doesn't impact them. They literally hunt the inhabitants of random islands once every few years for fun.
And nobody below them has the status to raise concerns.
They would first gather intel and then decide so. Remember, this isn't regular HP verse. This is max competence HP verse.

You know it's sad when a verse has to be both speed equalized and max competent to seem like they are a threat to any decently powerful series.
Why would he actually fight them though? Max competency Voldemort would probably, rather than going in for a straight fight, just teleport like a fucking madman and completely burn everything down.

Like, genuinely, HP verse probably goes up to 7 just because of the bullshittery of Time Turners

Kind of hard to lose when your verse can go back in time and retcon their defeats, especially at max competency.
Considering Yuta can still resist Sukuna's slashes that were shown to still be strong enough to make mincemeat out of buildings and bridges, I'd say Nagant isn't going to do major damage that he can't control recover from with RCT unless she puts a lot of power into her shots.
Not to mention that while she's good at keep away, unlike Deku he doesn't have to get close to her; he has a curse speech and he can use it as a megaphone as well so if she's close enough to hear him she's fucked.
Yuta's range is very lacking compared to Nagant's, by a difference of literal hundreds of kilometers. As long as Nagant starts air-stepping ( which she would logically do) all Yuta really should be able to hit her with is cursed speech, which shouldn't be able to meaningly impair her as she tanked the massive explosion going off inside of her
