They are arguing about Luck when it was explained in America how the Luck Stat actually works(Nasu does explain it in an Interview but to get it over with)
Basically, Luck can be more stated as being able to defy the Laws of the World and other such shit. Nasu stated Taiga's Luck is so high that a Meteor that should have destroyed Fuyuki never happened as Taiga was in the area. Artoria has a high Luck due to literally defying the fact that Britain and Camelot in the Age of The Gods should have fallen immediately but she made it last 10 years.

Netflix Dracula does have a potential advantage in DC since apparently his storm in episode 1 was calced at around town level which is above Chief's standard equipment (not his full arsenal though).

It doesn't matter weather or not you are afraid of As Nodt, it's not fear of HIM that his ability prays on but rather the fears of the victim in general. For example it was Byakuya's fear of Rukia dying which caused him to fall apart, same with Rukia and those close to her.
Only by expelling their own fears and insecurities can someone no-sell As Nodt's ability and Ulquiorra hasn't shown the mental fortitude to do that.
