Contextual Information can be a blessing or a curse depending on what happens and some authors are terrible at scaling shit(Like Nakaba is).

It's obvious as hell this statement makes no sense if you think about it for a second(What the hell does it mean by ordinary? Does it mean ANBU Black Ops? ROOT Ninja? Chunin and Genin? They was still able to move as fast as Sound on plenty of ocassions, if not faster due to fighting Sound Ninja in the Sand Invasion as is) but instead, we have this nonsense being peddled as if it's true because it was stated rather than making sense.
